Billie Moore: Remembering a remarkable life.

A longtime resident of Paducah, KY Billie passed away peacefully at age 97 on May 3, 2026 in Salisbury North Carolina surrounded by her loving family. A Professional Trailblazer: A true pioneer for women in business, Billie was born, reared, and educated in Paducah. She owned and operated Moore Advertising, where she led the only exclusively female sales force in the Specialty Advertising Association. Her professional achievements were nationally historic; she was the first woman advertising counselor in the United States to receive the designation of a C.A.S. (Certified Advertising Specialist). Billie’s career was defined by a relentless pursuit of excellence. She was a top national sales producer for the Lee Wayne Company, earning the prestigious Star Award and membership in the elite Challenger Club—an achievement formally commended by the United States Congress. Her mastery of leadership and communication was further recognized with the Dale Carnegie Continuous Outstanding Performance Award and being listed in the Who's Who of American Women. A Life of Faith and Service: Billie’s faith was the bedrock of her life. A devoted member of First Baptist Church of Paducah, she spent eight years teaching a young women’s Bible study group, mentoring the next generation in their spiritual journeys. Her commitment to Paducah was vast; she served as a Director of the Scholarship Counselors, Inc., worked tirelessly with the Paducah Lioness Club, and was a dedicated Cub Scout leader and youth camp counselor. In 1975, her decades of civic contribution were honored when she was commissioned as a "Duchess of Paducah." Personal Passions and Legacy: Billie was the devoted wife of the late James E. Moore Sr, Attorney at Law and former KY Commonwealth Attorney. She is also predeceased by her sister Estalea Whalen of Paducah KY and brother Dr Robert Clark of Mayfield KY. She is survived by her three children, James E. Moore Jr. (Mary) of Venice, FL, Pennie M. Tilley (Stacey) of Salisbury, NC, Clark S. Moore (Lori) of Salisbury, NC, four grandchildren, and nine great-grandchildren, as well as niece and nephews. All will forever cherish her legacy of breaking barriers and serving others. After losing our Mother to Alzheimer's, we knew we couldn't just stand by. We wanted to honor her memory in a way that would make a difference.
